The review examines the experience of implementing law and policy aimed at protecting and ensuring the medical rights of citizens, healthcare and favorable living conditions in the Federal Republic of Germany. At the same time, the modern challenge complicat ing the effectiveness and efficiency of government agencies is the process of digitalization, which has affected the most important social processes and led to legal conflicts, “gaps” in the law, etc. The article analyzes the regulatory legal acts regulating the use of digital technologies in the medical field, issues of personal data protection, equal access to medical services and telecommunications. The article presents the researchers' view on the achievements and problematic aspects faced by the German healthcare system during the digital transformation.
