Abstract

The review presents the positions of foreign scientists on certain issues of the influence of international law on the use of information and communication technologies (ICT). The problem of the development of international law in the field of the use of ICT from the perspective of international security is considered. The article highlights the concept of an “intermediate state” (between states of “war” and “peace”) of interaction between states in the information space, the concept of an “information attack” in the military-legal doctrine of the United States.
