In the article, the approaches to identifying the content of the principle of trust of citizens to digital technologies, developed in legal literature and legislation, are analyzed. Attention is focused on the fact that ensuring citizens' legitimate expectations affects the level of citizens' trust in digital technologies. It is concluded that the development of the “Smart City” concept and the legal regulation that has developed in this area are aimed at ensuring the sustainable development of urban ecosystems and the reasonable expectations of citizens from digitalization of the city economy. Among such hopes: improving the quality of life, involving residents in city management, creating processes for managing urban infrastructure, ensuring the reliability of digital information and the security of personal data.
