Abstract

The article provides a comprehensive analysis of the institute of Berufsverbot (occupational ban) as a mechanism for protecting the information and cultural space. The focus is on the problematic field of applying professional restrictions to library staff, whose educational and enlightening function is currently insufficiently regulated by Russian legislation. Based on the comparative legal method, the historical and legal experience of Germany is studied in the context of the German phenomenon of “Prohibition of profession” (“Berufsverbot”) and the use of legal procedures to protect against both ideological threats and direct risks for minors. A critical review of domestic scientific literature reveals a systematic gap in the study of the library sphere in the context of professional bans. In conclusion, the necessity of introducing coordinated amendments to federal legislation (the Labor Code of the Russian Federation and the Federal Law “On Librarianship”) to form a comprehensive security system for Russia's educational and cultural environment is substantiated.
