The article analyzes the development of modern legislation in Russia and African countries in order to determine the patterns of formation and identify features in the field of legal regulation of climate change. By systematic and comparative legal research method the authors come to a conclusion that global megatrends effect associated with changes of the surrounding world, modern economy transformation and technological development in the fight against the global pandemic, the climate agenda has come to the fore and is accompanied by active legislative activity in many countries of the world. The new legislation is being created and new management models stimulate the introduction of low-carbon technologies and the reduction of greenhouse gas emissions, the development of technologies based on renewable energy sources. Under the objective factors impact, there is going a process of creation a new system of legislation of the planet's climate global protection and regulation of the negative anthropogenic impact as a Climate law.
