Legal regulation of the indigenous peoples status in the system of federal relations (Arctic states examples)

Abstract

This article analyzing the cases of three Arctic states demonstrates the role of federal relations in the life of indigenous peoples. Effective division of powers between the federation, federative regions and local self-government contributes to the economic, political, social, and cultural interests of ethnic groups. Necessary tools of federal system can be the principle of joint jurisdiction, “ethnicization” of constitutional and legal status, the formation of ethnic territories and national-cultural autonomies, regional ethnic legislation and constitutional multiculturalism.
