The article reveals the role of federalism as a tool for solving modern problems of the world order, improving statehood and interstate relations. Global trends in the development of interstate integration and federal states are considered. It is noted that modern models of statehood undergo processes of hybridization, they integrate elements of unitarianism and federalism; dualistic, cooperative, competitive (adversarial) and solidary federalism. It is noted that the most effective forms of government acquire the features of a new model of integration federalism. To evaluate the results, the construction of “successful federalism” is proposed, which is characterized by optimality, democracy (subsidiarity), efficiency and adequacy (reflection of national identity) of the state structure. At the same time, the federal system of public authority should be based on the development of relations of self-government, cooperation and solidarity.
