The review presents the positions of Russian and foreign scientists on the impact of the conditions of the COVID-19 pandemic on the mechanisms of implementation of state power in federal states. The approach of Russian science to the problems of the effectiveness of the federal state structure in emergency situations, the trends in the development of statehood in the coronavirus period are highlighted. The issues of fiscal federalism in the context of a pandemic and the responsibility of state authorities of a federal state are discussed.
