The article examines the theoretical and practical problems of the current state of the international legal order, analyzes the works of Russian and foreign scientists addressing the issues of the directions of transformation of the modern international system, the transition to a multipolar world order, and the influence of these processes on international law. The points of view of researchers on the prevailing conditions of cooperation between states, criticism of Western theories of non-legal «normativity» are highlighted. The elements of the theoretical basis of the «rules-based order» construction and the importance of cooperation between states in the system of international organizations are revealed.
