The article examines legal education and legal upbringing as tools for the formation of legal culture. The meaning and features of the content of activities for the implementation of legal education and legal upbringing are revealed; an overview of federal and regional regulatory legal acts governing legal education and legal upbringing is given; the foundations of the state policy of the Russian Federation in the sphere of development of legal literacy and legal awareness of citizens and the strategy of education are analyzed. It is noted that the main areas that shape legal culture are family, school and the information space. It is concluded that legal education and legal upbringing are possible only if the moral foundations of Russian society are taken into account, and raising the level of legal culture in society implies the implementation by the state of the basic legal principles in practice.
